Google Supplemental Results & Rankings vs Internal Link Weight
Over at Seo4fun, Halfdeck created some free tools to estimate your internal PageRank flow based on your internal linkage data and how you link out to other sites. He offers a free PHP script and a Java version. He also went into great detail to explain how to use his free Javascript version, offering better documentation than many paid tools.
Look at how you flow PageRank internally and compare that to your stats.
I installed the PHP version here if you want to try it out.
Half might add a PageRank scraping tool to the Java version. If he does that, grabs page titles, and grabs internal anchor text, then his tool would likely be superior to OptiSpider, which currently sells for $129.

I put nofollow in the page heading to limit the incentive for people to try to exploit that.
I tried using your php tool for my blog and it took almost 15 minutes, but I did not get any result. is there any problem with the tool.

With this, anyone can clog your bandwidth, so just be careful; because if somebody tries a site with loads of pages this url of yours hangs bcz possibly ur hosting server is not able to take that much or ur bandwidth is limited.

"What low value pages are linked to way too much? Does it make sense to remove those links or use nofollow to prevent passing authority to them?"
Would you recommend nofollowing links to the privacy policy, terms & conditions, and contact pages? Or are those best left followed, because they link in with AdWords quality score?

Perhaps you can leave those pages linked to with a normal HTML link without using nofollow on the link from your homepage but not provide direct static links to those pages on other pages from your site.

You might want to check the link on Xenu Sleuth on the page where you had the PHP version of this tool, broken link. Kind of uncanny that the tools check for broken links...
